Guys, this is just fyi, but civilians can get, for the most part same or better gear than in the military if you have the wallet for it. Any person who trains occasionally and is even remotely skilled can make that shot even with a mediocre rifle and scope, if properly sighted. I don't think he was even aiming for the neck, and imo almost missed completely. I think he was going for the head and went low (or the heart and went high). So I don't think it's a GWOT trained Special Forces dude sniper. Those dudes can easily put five rounds into a business card at 200 yards.

Technically speaking 200 yards isn't that far for someone armed with a rifle with even a bit of training. Effectiveness at range for a shot like this would be determined by:
A. Caliber of the weapon
B. Barrel Length
C. Twist rate of the barrel.
D. The weight in grains/type of bullet used
E. Type of scope used, ability to retain zero

By all measures a 200 yard shot is perfectly within the realm of possibility for an AR15, or even the average hunting rifle that could be bought in all 50 states.
