No country in the world is currently testing nuclear weapons, so "US will resume testing on an equal basis" is incoherent.

Perhaps it's like his "reciprocal tariffs" that were actually one sided and he will resume testing because ???, while his retarded base thinks it's a response to other countries doing it.

He outright claims other countries are conducting tests here:

Online commentators say the Chinese and Russians are poised far better to resume testing and the Chinese in particular would probably be interested in getting more empirical data. (The US apparently conducted more than 1,000 tests while China did under 50.)
