The most generous interpretation I can think of is that he’s referring to section 3, but even that’s not a reasonable answer because its definition of treason is
“shall consist only in levying war against them (“them” being the US in this context)
, or in adhering to their enemies, giving them aid and comfort.” The only way disobeying unlawful orders could be considered doing that is if you’re retarded enough to think that it can only mean actively helping the other side, instead of, you know,
