Maybe, maybe not, the Smoot-Hawley Tariff Act was a massive misstep and hurt the American economy, and interest rates weren't coordinated and slashed fast enough, but overall Hoover is a very tragic figure in my opinion. He loved his country and any failings were not from malice. He genuinely did everything he thought he could to help America recover, including donating significant portions of his own family wealth to charity efforts.

The more important thing is that, realistically, if the same thing happens under Trump, Hoover would have at least done more than Trump would ever do if he was in the same situation.
