Does vexillology count as art? - In which a Kiwi descends into flag autism on purpose

I ask this because I'm trying to find someone willing to come up with a series of national flags and naval ensigns for a science fiction setting set in the somewhat distant future. I'm willing to pay, but finding artists that are willing to design flags is kind of like finding a specific needle in a stack of needles.

EDIT: I have discovered with some chagrin that vexillology is the study of flags and vexillography is the design of flags.

I don't agree with that at all, there are a lot of artists that would love to design flags (coats of arms, etc), or you can pay someone in Fiverr/whatever to do regardless; you can even ask AI just to inspire yourself, not use as a final product.

However that's a waste in my opinion, because doing so yourself sounds like so much fun!
The only thing to be considerate about is to try to not make one that already exists, but this requires either a lot of knowledge (which almost no one will have a complete scope of, they'll still need to verify), or you can just do a preemptive reverse search with the basic design, to see if it already exists, Google images should suffice (or use other websites to check before).

If you seriously want to pass on this opportunity to design it yourself (big loss) for a project you're heavily involved in, you can ask others or friends to help you.

I myself would give it a try (without money in the middle) just for fun, and maybe a bunch of people in here as well. I guess your concerns then would be OPSEC, or ensuring copyright, if not, making a thread here inviting others to come up with things could work.
 
It can, but the way modern flag design communities are I wouldn't bother to contact them. Full of reddit-aligned, they want every flag to look like a Japanese prefecture flag. Please do just try it yourself before thinking about contacting anyone else in that area.

See thing is that I'm trying to design four flags, sort of naval ensigns, and national emblems that are based on an alternate history scenario. Finding someone capable of designing these things is not going so well for me at the moment. I can DM you about it, if you like.

Do you have an idea of what they should look like, symbols or colours you want to use? And have you attempted to design anything by yourself?

What they say up there with the japanese flags, I assume they're referencing the Kamon (I believe it's called), but if you use like a coat of arms (which for practical purposes is the same here, but I guess with more of a western aesthetic) it could look more than decent.
