If you were serious about this, you could suggest policies that encourage people to start a family and raise children such as: child care tax credits, maternity/paternity leave, and LOWERING THE COST OF LIVING. At least in South Korea, record-low birthrates are a direct result of low wages, lack of job opportunities, and high housing costs for young people. Most young adults are actually rational and will not start a family if they simply cannot afford to.
