The nature of fish "sleep" is an area of active research. While fish do not sleep in the same way that land mammals sleep, most fish do rest.

Research shows that fish may reduce their activity and metabolism while remaining alert to danger. Some fish float in place, some wedge themselves into a secure spot in the mud or coral, and some even locate a suitable nest. These periods of "suspended animation" may perform the same restorative functions as sleep does in people.

Didn't find anything on fish IKEA, though.
 
Tons and tons of animals of all kinds have evolved the ability to sleep by either turning off parts of their brain or sleeping with their eyes open and still being able to process if a predator is close. It's only a matter of time before they figure out how to do this to humans via surgery and then it will become the new Current Thing that NPCs support and you'll see posts like "three 24 hour shifts per week isn't that bad for a $1 raise" and self-help books like "How to read at work and do your job when the part of your brain that controls reading is turned off"
