We literally stole entire fuggen continents and had the coolest wars in history where all our people fought each other to project our own dominance. It is quite shameful that we have let the blacks overtake us. I think it's both. Remember that they lump in Hispanics and Middle Easterners as "White" to skew the crime statistics. Let's also keep in mind that blacks tend to victimize each other, and they don't like cooperating with the police (or even calling them in the first place TO report a crime), so a lot of black-on-black crime just never gets reported on at all in the first place.
The whole 13/50 meme refers to murders specifically, IIRC. I dunno if it's true or not, TBH. That said, the sad reality is that the urban black population is disproportionately homicidal compared to other demographics in the USA. The only real questions left are ones like; Why are they like that? And, what is to be done about it? My honest answers to those questions are: I don't know.

There is definitely an aspect of government involvement, especially when you look into how crack was implanted into the communities. It's a bit sad really, I can't help but feel a little pity for any intelligent niglet that has to grow up in some shitty ghetto.
