It makes little to no sense to have it, because you already have this one in the actual pertinent place (the general board): https://kiwifarms.st/threads/q-a-is-the-spam-board-not-general-discussion.216048/, because most people posting in Q&A already know this but will do regardless as a joke (but now less due to the linked thread), and because those who actually don't know, won't notice this one, because they're going to the general board to post, not Q&A.
TL,DR: you already have this notice in the only pertinent place, the general board, it does not need to be stickied here in my opinion.

My only problem with it it feels constraining putting everything in question format, hence why I assume so many people went to other places on the site to shitpost if I were to take a guess. That and DM chains until those got nuked
