That's usually what it means. They buy these things for as little as pennies on the dollar because the court has given up on doing it themselves. They buy them in batches, they're not really analyzing every single debtor because even the cost of doing that is more than it's worth.

In some jurisdictions they do sell in packages, or maybe the contractor they hire does that. You sometimes see these entities collecting on debts where they're the fifth or sixth or whatever to own the debt.

So what you're saying is we need to make sure this 3rd party is a bit more determined than the usual ilk who buy debts.

Now this is just me saying this, but I'll chip in for a fund that's solely dedicated to ensure that whoever gets Ralph's debts hires the Mexican equivalent of Dog the bounty hunter. Imagine being that dude and wondering 'How is there a fund to get this weird looking Mexican dude, and why the hell is it higher than the debt itself?'
Not necessarily, it's not required to combine your finances when you get married. If she did however it's a dumber decision than having a kid with the rage pig.
I can't imagine they intermingled their finances too much. It was probably just Ralph having access to all of Pantsu's existing finances (as evidenced by Ralph reading her debit card number in stream, LOL), or new ones she opened up in her name while in a relationship with the wigger.

On the flipside, there's no way he ever gave her access to view any of his finances. That's just plain hilarious with how he was blowing through money like he was still taking pre-Corn money by regularly doing shit like Vegas trips or betting on Indonesian women's tennis. Ralph obviously knew it was dwindling and Pantsu may have (hopefully) suspected it, but there's no way she knew for sure. Her only evidence was what she observed (e.g., less donos, inconsistent streams, and him blowing money), but she never got eyes on Sandra's PayPal.

Which is exactly why Ralph gloating about $500,000 in front of her towards the end of the relationship was a mistake because he effectively forced her to ask a very damning question. If she wasn't effectively done with Ralph at that point, she would have never asked such a question because she had to have known it'd fuck him up. Though, I don't think she even realized just how much it'd destroy him when she purred those sweet, sweet words. "Where did the money go...?"
 
Interesting fact about Milwaukee County is they are one of the few jurisdictions to still use carceral commitments for unpaid fines. It's a minimum of $50 a day for up to 90 days either downtown or in the absolute niggerhell of the Franklin House of Corrections. Even if they refer it to collections they still maintain carceral privileges by law.

It's highly doubtful Ralph will ever find himself in Milwaukee again, but if he does and has police contact he could find himself withdrawing from his Xanax for a few days if he can't come up with the cash.
 
You would think someone who hopes to get residency in mexico would be a little more careful about keeping his record clean. Now he is going to have to pay collections fees out the ass to get this cleaned up.

I think that means with out further income above and beyond the 74k. Because if you don't do the 4 years temp this is the requirement
