As someone who has lived in a predominantly Muslim country, you'll only hear of this sort of thing happen in rural areas of the country, which are decreasingly holding support throughout the years, but not much so in application in poorer regions. Basically they have the "if she leaks, it's time to propose" excuse for wee ol' Ahmed to marry his fellow teenage bride Passant. At least it's currently unofficial for kids to marry, which is some progress, and child marriage with an adult is illegal.
Where I am from, this sort of thing would be quick to be shunned upon, but just as much as you'd shun general sexual assault. I still recall that one time in highschool a colleague of mine who worked as a swim tutor casually mentioning a co-worker who got caught fingering a child. She found it funnier a guy would stoop that low than sad a kid got assaulted since sexual assault is already a rampant issue on its own. There isn't a specific Arabic term/word for "pedophile" either, instead the closest to a definition is "عاشق الاطفال" which roughly means "children enjoyer/lover".
I believe as a country gets it together the less they rely on scriptures' more extreme teachings and the more they become apologists. Nationwide, however, countries that have leverage due to a highly valuable export "I.E. Oil" tend not to care *cough**cough*saudiarabia*cough*.
TL;DR Urban parts of Muslim developing countries are showing progress to sanity, not much the case in rural areas.
