This has been a fan theory of mine for a very long time. Eli wanted in on Jace and Tyce's crazy adventures and just pretended to be a really stupid stoner. A friend of mine and I thought he never really went to Israel and only used Tupacalypse as an excuse to get away from Jace because he didn't know just HOW crazy the Deagle Nation ride would have been. Same goes for Wupacalypse.
