They kinda did something like that in the Arrowverse. The second season of Arrow introduced a smaller version the Squad with Deadshot as the leader, but when the Suicide Squad movie came out in 2016, the concurrently airing fourth season of Arrow killed off Deadshot and Amanda Waller because DC thought audiences were too stupid to keep up with two different teams. The seventh season brought the team back and called them the Ghost Initiative to avoid confusion. So I've been watching The Tick lately (he's practically a Superman parody) and its these Gen Xers that simply cannot conceive of a strong man being good for Goodness's sake. They have to keep making him evil because Lord Acton quote. They don't get that virtuous people are the way they are regardless of how much power they get. So when they do try to think of Supes as a good guy, they have to make him dumb like the Tick, but because they, Gunn especially, aren't virtuous, they don't have the Super family be virtuous either.While I do think Joe is crazy, I sorta get why he is so desperate.
It isn’t correct to say the Superman franchise has been neglected. Wonder Woman and SHAZAM have had it far worse. He just got a cartoon and a Hollywood movie, and several animated movies, and even a a live action CW TV show.
But, Superman does in fact have been in a rough spot, a bulk of it has been in the evil Superman era, and many creators that outright hate him, or prefer Batman have gotten to him. They have under delivered I think.
That being said, Joe is wrong. We are not beggars, even if you are a fan of the franchise, if they make a bad movie then it deserves to fail. If a garbage Supergirl movie success then they will make more garbage Supergirl movies. Rewarding garbage with movie just encourages them to do badly.
Deliver a good Supergirl movie and people will watch it. It’s that simple.
