I have a bit of schizo theory as to why law enforcement may be overlooking Leto in spite of the continuous reports from 4chan.

If you consider Leto's position, he's not some nobody isolated from the rest of the world. He runs a community for pedophiles to interact with one another and spam other websites with illegal material. Rather than a leaf in the network of people distributing CSAM, he's node.
When law enforcement catches someone like Leto, they almost never get them and them alone. Seizing their infrastructure and passively collecting information about their user base is for a period of time is far more valuable because it eventually leads to more arrests.
Leto's website actually is a perfect honey pot. You don't need to be behind Tor or VPN to access it, it's available right on the clear net. This means that the opsec impaired can connect to it right from their bare IP address.
While the NCMEC reports from 4chan are completely useless because all those posts are made behind residential proxies, the data collected by Leto's website is not. It's a documented fact in this thread the Leto logs every IP address and post made from his 4chan front end. We see him leak the IPs of users he doesn't like regularly. For law enforcement, this is a gold mine.
Leto being in Texas also means the feds never have to even leave their own backyard. They can show up and snatch him whenever they want, no international collaborations, no extradition needed.

All this is to say that it highly possible that Leto's already been picked up by law enforcement and they're letting him play the role of informant so they can get more arrests out of this whole situation. It explains why they're being so mum about doing anything. The spam on 4chan, Kiwifarms, and the Sharty is simply the price they're willing to pay to keep this whole thing going.

1: Simply visiting a website with CP doesn't count as an offense. You have no way of telling what you're going to find on any given websites in advance, other than actually connecting to it and downloading its contents. Even posting on his website would probably be fine, as long as you don't post any illegal material yourself, though I would still advise against doing it.

2: If glowies wanted to spy on his users, they'd simply take over his infrastructure and run it themselves for months, impersonating him. In this case, they would have no motivation to continue DDoS or spam attacks at all. You could argue this makes it more likely for a devoted autist to figure out the switcheroo, but in practice that never happens, they catch dozens of people anyway. This has actually already happened and more than once or twice.

The feds put in work to not do work pretty much. As I said earlier, having a honeypot is one thing but having a honeypot with trusted users is the next level. Leto has had contact with probably thousands of child rapists and likely has enough info from them in things like chat logs to identify them, regardless if he is conscious of that or not. The feds if anything are more invested in what arrest methods provides them the most data he has collected because they can point a language model at it and then go on daily crusades for the next year. And then you can PR farm while sitting on your ass and catching child rapists as a happy byproduct.

Hi, I run soyjak.party and we're facing a similar situation.

Since around late September, we've been dealing with an individual attempting to use spambots to flood the site with CSAM.
Usually this wouldn't be very noteworthy as imageboards are a common target for botting and CSAM spam. However, this particular spammer is extremely persistent, seems to dedicate all his waking hours to this, and keeps trying in spite of captcha updates, elaborate autoban filters, having the post endpoint respond with zip bombs upon detection to waste proxy bandwidth, etc.

The post in the original thread mentions this guy might have been spamming CSAM on 8chan. That's interesting because that has been a consistent issue, in the past obviously but also now, even tho the site is mostly dead. I haven't personally seen it myself, and I can't say I trust the current moderation to not lie to paint themselves as victims, but if this sperg really spammed them with CSAM then they might actually be justified seeing who this retard is.

Depressing thing, as many here have already said, is that subhumans like him are protected by the feds because they are useful to them. Nothing will be done unless someone takes the good old vigilante route, so keeping tabs on him is the next best thing.
