If you have a look at SteamDB, that game is at around 70 players per day on average. That's a very small playerbase if you take into account it being a compilation of multiple games so the 70 people are even more spread. Add to that the players just playing against bot or just playing offline matches and you get even less people to play online with.

That is beyond retarded. Since he's paying extra for a business line he should just set up a dynamic address with his ISP. Usually it's something that comes with business class internet. It just doesn't make sense he hasn't done it before.
