There's a few videos by a small YouTube channel wrongdog reckons where he builds a media player designed to emulate old TV.
The first video
The most recent at time of this OP.
Basically it takes media you save onto a hard drive, and then lists them into channels that play 24/7, using ads and bumpers to fill in the gaps between programs. There are even options for seasonal programs (like xmas episodes or sports leagues) or genres like cartoons playing on Saturday mornings.
This project seems a little too autistic for me, since I'd imagine I'd spend more time setting it up than using it. It also misses the communal aspect of TV and film, something that been missing since Endgame, with the recent Iron Lung being a delight in part because it caught a glimmer of that excitement back. Plus, I don't have a media library large enough to fill a 24/7 rolling TV station.
Bit off topic, but I'm surprised there aren't live streams doing something like this. In the past I would hear of Twitch/JustinTV channels that were showing, say, every episode of WWF Raw in order 24/7, or broadcasting archives of Adult Swim or Toonami. I doubt they'd last long these days.
It did get me thinking about what I'd show. And wondering what other people would make.

BBC 2 idents (what the US call bumpers). These were great back in the day. So unique, creative, and fun, while not being so whimsical to undermine a serious show. A playlist can be found on YouTube. I remember blade, powder, and animated. Looking through this playlist awakens some old memories. ITV 3 had some neat paper themed ones not too long ago, each with a different genre.

- 80s-2000s anime and cartoons. Biker Mice From Mars, Batman TAS, Gargoyles, Totally Spies, that kind of thing. Anime would be trickier as most were OVAs, and I hated Evangeleon, but I'm sure Nadesco and Outlaw Star could fit, even if I've not seen since I was a teenager.
- Childrens non-fiction. Tony Hart, Art Attack, maybe some Look and Read with the educational sections taken out.
- American 2000s-2010s entertainment. Burn Notice, Person of Interest, House, Band of Brothers, Early Edition, Relic Hunter, Due South (Candian but still fits) and likely more I'm forgetting.
- As filler, a bunch of public domain serials. Zorro, Queen of the Jungle, Spy Smasher. I liked these on paper, but the pacing makes binge watching them a tough sit, but as something that's on weekly where missing an episode isn't a big deal? Could work.
- Old gaming stuff. Games Master, Cybernet, etc.
- Maybe attitude era wresting. I remember WWF Raw used to air on a friday here, with Smackdown being Tuesdays or Thursdays I believe?
- And an odd man out, but I'd like internet content. Nostalgia Critic, AVGN, Red Vs Blue, Spoony, Linkara, Giant Bomb, Consolevania, Pure Pwnage, SFDebris. I know these aren't old TV shows, but I think these would work. Imagine flipping through channels and JonTron is on. Linkara in particular has been incredibly consistent, with not just AT4W, but History of Power Rangers being options.
