It looks cursed, but that looks to be a bunch of salvaged laptop batteries (yup, they're just 18650s). I don't see any battery management boards but they could be small or out of view. Assuming they're in place and the connections aren't janky, he's good to go for ~24V.
Problem here is durability. If you check the connections you'll see the packs being in a "cascade" configuration; meaning if one of them dries out the rest need to compensate for the lack of wattage as each of (see edit) The lines need to feed the main line coming out of the UPS with enough power to sustain whatever you have plugged in. As you said, there is no daughterboard on sight so probably one of the main cells from within the UPS died and the dood replaced it with a bunch of salvaged rechargeable 18650 li-ion battery packs. I just hope all of them are brand new or used to the same extent, otherwise one of the 12V lines is gonna start miss-delivering.

And that's bad considering how close they are to each-other.

Edit: come to think of it, Cascade is probably the right choice here. disregard that.

Did that happened to you? I burnt my fingertips last week feeding a wood stove like a medieval pleb and it still hurts like hell.
