Cowboys work together, but not in groups as large as pirates do. If the pirates are asea, the cowboys can't reach them--unless this is on the pirates' ship, in which case they'd have a home court advantage. Inland, the pirates are without their cannon and any supplies they don't carry on their person--same as the cowboys usually are, but that's not how the pirates are used to fighting.

I feel like there would be a lot of common ground between cowboys and pirates; it's just different frontiers, different opportunities for a man to make his way up from nothing, and slightly different time periods. Also they both are good at tying knots.
