Like, let's say you have a list of targets in Europe or America or Canada or whatever you want killed. Hypothetically, could you go to Haiti or some other shitty place and recruit minority mercenaries that are just smart enough to follow basic instructions, and have them be smuggled in as refugees or whatever? You could coach them with strategies like saying "I didn't know that killing someone would make them dead" and judges would keep letting them onto the streets, after which they can continue doing the tasks you paid them to do. The government itself would cover up their crimes and arrest people who complain so your mercenaries would easily be able to do anything you want to attack that nation, and if they somehow cross the line and get deported you can smuggle them back on again under a different name.
