I think it would be America proper and groups of 2 or 3 states making a faction and trying to through terroristic attacks, policies, trends try to spread that throughout the America America that kicked them out for defending sanctuary cities or something like that.

We have a civil war every 4 years, that's literally as far as it will ever go. Everyone hoops and hollers then both teams take their ball and go home.
