Depends on how bad the phimosis is. If it's paraphimosis, where the foreskin's retracted and got stuck, it needs circed. If it's normal phimosis where it won't retract, first of all your GP will give you a steroid cream and you stretch it yourself gradually. Often that's all it needs. Then if that doesn't work, it's surgery, but even then, they might not need to do a circumcision, they might just do preputioplasty, like @BelUwUga described, which widens the foreskin opening.
IIRC its popularity in the US it was largely down to a particularly weird obsession with stopping masturbation among a bunch of different religious groups and quack doctors at the time. Like the Kellogg's guy inventing breakfast cereals as part of a diet to try to lower the libido and recommending routine circumcision so boys and men couldn't fap easily. These days there seem to be fewer Jews doing it, seeing it as the kid's decision, or doing what a lot of Muslims do and having the kid circumcised when he's a little older - still fucked up but at least it's a bit safer than on infants.
I'd be fine with it if it were like a confirmation ceremony for adults of sound mind choosing to join/stay in a faith. I guess I'm like Anabaptist but for dongs.
