There's no way that the police arrested him only because they got a bunch of calls from weens. That opens up the police department for a massive amount of legal liability. Plus, they get calls from crackpots all day long and they don't jump every time some weenie tells them to.

Just so people know a little more about the process:

Generally, unless the police witness a crime in progress, they have to go get a warrant. There are some exceptions, but this situation doesn't fit any of those exceptions. So a judge had to sign off on the arrest warrant.

Once CWC is arrested, the matter then falls into the hands of the DA. The DA can do a number of things at this point. They could go with the incest charge, they could decline to prosecute. They could also add further charges. So even if the warrant was just for incest, the DA could add on rape or elder abuse.
