The best way to incentivize starting families is to make life easy for parents. Tax breaks, government aids, free housing, free schools, gibs of any kind, just as long as it doesn't take 2 fuckin years to apply for any of it and start using it. Nobody wants kids because there's an insane amount of financial investment needed to raise a kid. Everything in Korea is hellishly competitive including schooling. Everyone's incentivized to study extremely long hours and then work nonstop in adulthood.
