I think the reality is that the Internet is far, far too potent as a medium for the dissemination of information and media. The wide-spread accessibility of it with simplified devices like smartphones, ability to always connect to it with wireless signals, and social media sites tailored to feed a constant flow of cheap dopamine hits has utterly destroyed the minds of midwits.
The question is, what can you even do? Nationalize popular platforms and get very restrictive with them? Mandate Real ID to hold a Sword of Damocles over those that want to use it to be wretched? Openly trample the 1st amendment to have federalized Internet censorship programs?
I think it's really hard to come up with any genuine conclusion on how to effectively stop the threat that overindulgence of information and media has upon the human condition as a whole. It all worked well before it was simple, and when complications like having to sit down at a computer, possibly having to install and navigate an OS or browser, and having far less centralized sites for all of this heavily filtered who could use the Internet and how much they could use it.
Perhaps some sort of "test" of competency could emulate at least filtering who can use it? Not dissimilar to a driver's license, but perhaps that it would involve probably Real ID makes it hard to advocate for.
If nothing else, maybe it would be at least a good start to begin arresting/deporting people who genuinely express calls to violence and support for terrorist attacks. Far too many, especially in the mainstream left, do so with impunity, with even elected officials and top influencers being participants. There's already laws for it, they're just enforced very selectively. Perhaps it's time to reselect them.
