One speculation is, in order to get these other lines of credit, both Barb and Chris resorted to credit fraud by misrepresenting their incomes. Chris or Barb could easily put down "Oh yeah, I bring in $1300 from my job" on the applications. If they did that, then naturally the credit companies would be trying to get their money. I highly doubt if they put down their only sources of income being income that can't be garnished would have gotten them even more credit after their history.

That's the main way of doing it, you say I have X fixed expenditure Y other and Z will more than cover the minimums on the loan and a lot of the lower end lenders will just fork it over knowing that they will either get back enough to pay off there loan or be able to sell it on, the modern credit systems a joke.

To my shame, I once worked for a contractor of the US government doing garnishments and liens for defaulted student loans. Because of the filing costs and energy involved, you're not supposed to attempt garnishment unless there is a decent chance of being able to recoup what's owed. Otherwise, it is just a waste of time and money. You're supposed to verify employment, generally with a 3rd party system and not through the employer (since they can hide people or ignore the calls). You also have to verify a bunch of other things like where are you in line for forced repayment, done via a credit check (if the person owes a ton in child support, best of luck), they're not a 1090 or gig employee, disabled, and in this case, they're not in jail. You could theoretically garnish the salary of an inmate (I think) but you'd be so far down the line it would be pointless. They only time something like this has any purpose if you're trying to keep the statute of limitations going on a large debt (for example, I had an ex that owed her state 60,000 tuition for going to a state school. She was a waitress and could never get garnished but they sued her every few years and kept the penalties going up.)

And about how much Chris tosses away on lego: lets say he was so stupid to buy four copies of one of biggest child-aimed sets few years ago just to have few pieces from each one to build a pseudomodel of his high school.

Also he used to buy multiple times a new copy of something. I lost count after he bought 3rd PS3.
