In a lot of small businesses with a physical cash tip jar for the cashier, that never gets reported to anyone and no one cares, because if you’re working somewhere with a cash tip jar you probably don’t owe taxes anyway. Servers and the like who get most of their income from more substantial tips that are mostly processed on cards have a harder time dodging the law.

In terms of amount, probably. Hasn’t Jersh mentioned the tax break for expats is pretty significant? Of course that depends on Ralph being properly registered as not being a resident in the US. In terms of paper trail, if anyone ever does audit him he’s boned.
