When will scientists make good on that promise?

I guess technically with how expensive medical stuff is now that makes you the 6 million dollar man.

You can go the smart ass route and say things like pace makers but I would say top of the line modern prosthetic are 100% cyborg levels. It can be argued cyborg implies enhancement, prosthetics are more replacements only being close to our real limbs, and in fiction usually cyborg enhancements are more direct attachments, sure you can get them changed out and fixed up but they're usually woven directly to the body.
Depends on one's definition of cyborg by I think the tech will arrive a long time before the willingness to become one with machine. If prosthetics suddenly reach the point of superiority I doubt many will be up for a good Ole amputation.

Ask the diabetics doing the microwave trick to extend their CGM sensor life, the blind people whose vision implants (don't get excited) stopped working when the company went out of business, or turn off your adblock and try to do anything online.

High tech; low living. The shitty social parts of cyberpunk are here, way before the datajacks and razorgirls, and the slang isn't quite stupid enough yet. Cyborgs can't quit their jobs or they lose access to the drugs that keep their parts working (I'm including mechanical valves here).

A robotic equivalent for muscles isn't really there for anything that you could rely on in your day to day life. There are some people that already do modify themselves, like this one Youtuber I used to watch who made his own prosthetic hand. The brain-chip stuff is retarded as it is right now though and has a long way to go(and needs to go in a different direction as solid, metal chips rip brain tissue). Soft chips and electrodes are necessary for any of that stuff.
