The reply has two fun aspects to it:
1. The honest actors/fools errand thing applies even more to Impeachment. Censure doesn't need a 2/3rds majority, only 51 votes.
2. The "at worst" is suggesting that Tulsi voted "present" against a measure already passing to somehow protect her KGB handler, Putin. (Who "benefted from Ukraine" in some way that Tulsi is assisting further by doing nothing.)
