It's a habit that prevents your from accidentally blurting out whatever thought just crossed your mind, and it prevents Freudian slips. Also, politicians repeat names for their own sake, not to fake closeness. Saying a name out loud actually helps you to remember that person's name. It's like Wu hasn't actually met that many people while campaigning ...
