A developer who actually gave a shit would have a final build done a month before release, and a release date announced at least a month before that to give time for promotion and let the any interested press sink their teeth in to it.
I guess Wu has given up on the idea of getting any press except from the handful of "backchannel" friends who'll do puff pieces.

Isn't it usually a thing for big AAA titles and much awaited indie games to have the steam page set up way, way in advance with screenshots and gameplay footage/trailers and a working Steam community forum?

Just games? DLC does it too. Paradox sets up the store pages for their Crusader Kings II DLC months in advance with trailers, screenshots, and gameplay descriptions/changes. Even ports (much like Wu's game) get it. The Final Fantasy IX store page was set up ages before that game was officially released on Steam.
