I've been checking out all of Wu's tweets on Bernie and Hilary up till now, and it's so damned obvious Wu is leaning Hilary, but since the issue is so polarized right now and he very well knows taking a decisive stand either way will cost him a lot of support, he's trying to walk a tightrope where he tries not to offend either side, and he keeps backpedaling and retreating whenever he can't help himself and say something negative about one or the other.
You also hit the nail on the head. He wants to say what he pleases on Twitter, he just doesn't want to get pushback for it and tries to shut down any attempts at it since he just wants to spew his BS without rebuttal.
