The Leo and his leash issue is two-fold... The first part is obvious, Boogie is way too fucking lazy to actually put in the effort required to train a dog. Dogs need structure, routine, things that Boogie doesn't have in his life. Leo isn't some terminally unique dog the way Boogie sees himself as a person, he isn't somehow inherently training resistant. It's just that Boogie/Dezi/Chad/whoever hasn't put in the regular work required to train a dog to act nicely on a leash, recall when you call them, sit and stay, basic tricks and generally just be a nice easy dog. This isn't something dogs are just naturally born with, they take time/effort and more importantly IMO trust.
Boogie getting a small dog like Leo was a terrible idea to begin with anyway, he shot himself in the foot buying a toy breed for his sugarbaby. He probably just assumed that the SB would do all the training/walking/etc. once she moved in with him (and he stopped paying her LOL), but we all know how that worked out. Instead he ended up with an absurdly expensive dog that he can't even bend down and reach easily. On a quick sidenote I bet it's not too hard for Dezi to go along with neglecting Leo seeing as she surely must know his history by now, and that he was meant to trap a different 'forever person' before she came along.
I would bet a considerable amount that Des 1.0 had a lot to do with Sammy's early years which is why he seems somewhat trained, Boogie probably did next to nothing himself if Leo is any indication. I've long railed against Sammy being off-leash and will continue to do so, the way he walks him is incredibly irresponsible, dangerous, and most of all disrespectful to other people and dog owners. Dogs being introduced for the first time should NOT be done so while one is off-leash, it causes instant power dynamics that can lead to immediate conflicts. Boogie is in absolutely zero shape to do literally anything if something like this were to pop off, and he clearly allows Sammy not only out of his control but basically out of eyesight as well. Sammy is apparently a sweetheart, but that doesn't mean that every other dog is and Boogie couldn't intervene in time even if he wanted to. Furthermore not everyone is a dog person and small dogs specifically can freak some people out, but Boogie really couldn't give a fuck. He's literally the perfect example of today's irresponsible dog owner; I'm so sick of people with their 'Oh, she/he's friendly!' offleash bullshit, put a fucking leash on your dog anywhere that isn't designated off-leash and shut the fuck up with the excuses why you and your dog are somehow some special snowflakes.

Finally the second issue is the standard that Boogie is using as a metric for training, it's absolutely absurd. Boogie says that Leo can come for walks when he behaves like Sammy, so he's basically saying that until Leo can run around off-leash like Sammy does then he doesn't get to join them. What the actual fuck is this? Sammy should be on leash PERIOD (especially with two of them walking...) but here we see that in Boogie's ideal world he'd be walking TWO dogs off-leash at the same time. Leo shouldn't be trained to walk off-leash, he clearly has barely any obedience whatsoever to begin with. He needs to start with basics, and one of those is walking on a leash in public. It's like he has done zero research into dog training at all, he's actually clueless.
Keeping him at home doesn't help him learn how to do this and I'm very skeptical that he gets as much exercise as Boogie claims he does, that's just a convenient excuse for the obvious neglect that's going on (like a Canadian girlfriend, no one sees it) This just comes back to the same issue, Boogie is lazy and doesn't want to have to hold any leashes while he walks the dogs who's wellbeing he's accepted responsibility for. How does Dezi and his roommate walk Leo so much/often if he's so poorly trained he can't come on a walk like this? Leo's behaviour and claimed inability to walk leashed has been going on for a couple years now, why hasn't Boogie sought a professional to come help yet? He can waste thousands of dollars on fast food, splurge on vacations for him and Dezi, spend money on Magic cards, but can't spare a fraction of that to drastically improve his dog's life?
One last thing, look at how ill-prepared this fucking guy was to do even the most basic exercise (walking around his neighbourhood). Boogie didn't bring his walker, a walking stick, his inhaler, or even water for that matter. He didn't bring a leash for Sammy or even water for him. Sammy sure looks
