Yes. I think the reason he's claiming that his twitter was hacked is because he tweeted that his local police department either altered, deleted or never created records of him being SWATed (this was his excuse for why people couldn't find public records of the SWATing).
He probably didn't want to get in actual trouble with the law for accusing them of that (or have people be able to link to his lies).

But because Boogie is a coward, he won't admit he lied about being SWATed and about deleting the evidence, hence him coming up with this hacker bullshit to place the responsibility for deleted tweets on someone else.

He's also trying to get the Sam and Tolki subreddit deleted for "harassing" him and will probably try to get reddit's admins to believe that someone from there hacked his twitter.
