There is a somewhat general consensus that Act 3, while serviceable, does not offer the same quality as the previous two acts. I believe this is in part due to polish and in part due to rumors and speculation about cut content, which left certain story plots lacking in substance.
If one would treat this game in it's current state in a bubble, it would receive praise and be thought of as good, if not great. But, once the psychological aspect of "stuff is missing" or "it could've been better" comes into play, the human mind works itself into poisoning what would otherwise be something enjoyable.
As for the refugee aspect, I only played a bit of Act 3 and I found the aspect to be balanced. Sure, you have the mean land owner and the poor squatters, but you also have those refugees who steal or lie about injuries. Once I play again maybe I'll change my mind, but honestly, it was whatever. I was more concerned with goofing around and yeeting people off rooftops.
