NSPM-12 establishes the core governance and administrative backbone for cybersecurity across America’s most sensitive National Security Systems. The five Israel bills advancing rapidly through Congress supply the technical and integration backbone deliberately designed to embed Israel into these same critical ecosystems while bilateral agreements like Pax Silica embed Israel into the supply chain. Together, they create a whole-of-government entrenchment that subordinates U.S. intelligence, defense, technology and foreign policy priorities to Tel Aviv’s agenda, at the expense of American sovereignty, national security interests and taxpayers. This dangerous fusion threatens to erode sustained U.S. control over vital national security infrastructure, expose sensitive intellectual property, and severely restrict American operational autonomy. While NSPM-12 itself is country-agnostic and confers no direct access grants, when paired with these bills and bilateral agreements, it forges powerful enabling pathways that could deliver expanded Israeli participation in the U.S. ecosystem without requiring any new explicit authorities in the memorandum.

NSPM-12: Unified Cybersecurity Framework for National Security Systems

NSPM-12, formally titled the National Security Presidential Memorandum on cybersecurity for National Security Systems, was issued on June 12, 2026. It establishes a unified policy framework across National Security Systems which encompass those owned or operated by the Department of War, the Intelligence Community, and Federal Civilian Executive Branch agencies in support of military, intelligence, and related national security missions. The memorandum rescinds earlier directives NSD-42 and NSM-8. It prioritizes governance through the re-established Committee on National Security Systems. Core members include the Secretary of War through the Department of War Chief Information Officer, the Director of National Intelligence through the Intelligence Community Chief Information Officer, the Office of Management and Budget through the Federal Chief Information Officer, and the Director of the National Security Agency as National Manager. Advisors encompass the Attorney General, the Department of Commerce, the Central Intelligence Agency, and others.

The Committee on National Security Systems sets baseline cybersecurity requirements for National Security Systems, issues directives and standards that meet or exceed adapted NIST baselines, holds owners and operators accountable, and coordinates shared services. NSPM-12 assigns the National Manager role to the NSA Director who will provide technical advice, issues emergency directives addressing threats and vulnerabilities, serves as cryptologic authority over keys, standards, and procurement, assesses security postures, certifies security, conducts research and development, and enters into agreements for technical security material with government contractors and foreign governments.

The scope covers all National Security Systems defending against sophisticated adversaries in contested cyber environments. Emphasis falls on coordination across the Department of War, Intelligence Community, and Federal Civilian Executive Branch. NSPM-12 creates structured authorities for minimum standards, emergency actions, crypto and technology procurement including with foreign entities, information sharing platforms spanning unclassified through top secret and sensitive compartmented information levels, and international liaison. These authorities operate without naming specific countries yet explicitly enable agreements with foreign governments for security material and services.

The Five Israel Bills & Pax Silica: Deeper Defense, Technology, and Intelligence Integration

A whole-of-Government entrenchment of Israeli influence is advancing through coordinated legislation and bilateral agreements that subordinates U.S. intelligence, defense, and foreign policy priorities to Tel Aviv’s agenda, at the expense of American sovereignty, interests and taxpayers.

  • H. Res. 1339 endorses Israel Prime Minister Netanyahu’s plan to shift the relationship from U.S. aid to “mutual” defense cooperation and joint investment, praising joint operations against Iran while pushing deeper entanglement. This is a non-binding resolution that greases the way for the other bills.
  • The U.S.-Israel FUTURES Act (H.R. 7540 / S. 3855) formalizes this initiative with $150 million authorized, creating frameworks for joint ventures, co-production, and rapid fielding of Israeli tech into the U.S. military.
  • Section 224 of the FY27 NDAA establishes a U.S.-Israel Defense Technology Cooperation Initiative, tasking the Pentagon with synchronizing bilateral research, development, testing, and industrial integration across critical domains like AI, counter-drones, cyber, directed energy, and missile defense, explicitly prioritizing Israeli-origin technologies for integration into U.S. systems and programs of record.
  • The U.S.-Israel Defense Partnership Act (H.R. 1229 / S. 554) mandates a Defense Innovation Unit office in Israel, cooperative counter-unmanned systems programs, RDT&E on emerging technologies like AI and robotics, and efforts to fold Israel into the U.S. national technology and industrial base (NTIB) alongside allies like the UK and Australia.
  • Section 622 of the Senate’s FY27 Intelligence Authorization “enhances U.S.-Israel intelligence sharing” by further embedding a foreign power into America’s most sensitive national security apparatus and makes it nearly impossible to disentangle U.S. intelligence from Israel.
  • Pax Silica through its early and privileged U.S.-Israel Joint Statement, effectively locks Israel into America’s semiconductor, AI, cyber, and critical minerals ecosystems via a Joint Economic Development Group and positioning Israel as a “secure Pax Silica node.”

Overlaps and Enabling Pathways Between NSPM-12 and the Bills

NSPM-12’s governance structure intersects with these 5 Israel bills and Pax Silica across several operational areas.

Cybersecurity threat and intelligence sharing shows high overlap. Section 622 requires expanded sharing on cybersecurity threats and adversarial technology along with analytic partnerships. NSPM-12 directs the Committee on National Security Systems and National Security Agency to disseminate threat and vulnerability information across National Security Systems owners and operators, operate shared platforms including at top secret and sensitive compartmentalized information levels, and issue emergency directives. Israeli-shared cyber intelligence could therefore flow directly into National Security Systems defense posture assessments and metrics, allowing Israeli inputs to shape U.S. threat models and responses.

Crypto, standards, and technical security material procurement represent another intersection. NSPM-12 positions the National Security Agency as cryptologic authority for National Security Systems standards, keys, procurement agreements including those with foreign governments, research and development, and certification. The FUTURES Act, Section 224 of the National Defense Authorization Act, and the Defense Partnership Act advance joint research and development and co-production in cyber, artificial intelligence, quantum, and related domains. Israeli companies and technology could enter National Security Agency-reviewed or approved National Security Systems crypto solutions or equipment through foreign agreements or National Technology and Industrial Base integration that eases export controls. The Committee on National Security Systems could adapt NIST baselines to accommodate joint standards.

Research and development, testing, certification, and integration into U.S. systems and the industrial base form additional pathways. The bills stress integrating Israeli-origin technology into U.S. military programs of record, Defense Innovation Unit acceleration, and National Technology and Industrial Base access. NSPM-12 empowers the National Manager to evaluate and certify National Security Systems security, conduct and coordinate research and development, and support technical centers. Israeli technology in cyber, autonomous systems, and artificial intelligence domains central to National Security Systems defense could enter evaluation pipelines or shared services with Committee on National Security Systems coordination. Public-private and international liaison authorities under NSPM-12 align with the partnership models driven by the bills.

Emergency directives, accountability, and cross-agency coordination also intersect. NSPM-12 permits emergency directives to National Security Systems operators for threats routed through chief information officers and chief information security officers while holding agencies accountable through the Committee. Enhanced intelligence sharing under Section 622 or joint operations under National Defense Authorization Act and Defense Partnership Act provisions could generate threats that trigger National Security Systems actions drawing on Israeli-derived insights or technology. Linkage to ensuring Israel’s Qualitative Military Edge in Section 622 ties broader cooperation to National Security Systems resilience.

Broader access risks arise through contractors and foreign governments. NSPM-12 explicitly permits National Security Agency agreements with foreign governments and contractors for security material. National Technology and Industrial Base inclusion and co-production arrangements under the bills could qualify Israeli entities for such roles, granting indirect access to National Security Systems-related standards, classified information portals, or procurement processes. Classified collaboration environments established under NSPM-12 could expand through the mandated partnerships.

Pax Silica and the U.S.-Israel Joint Bilateral Agreement further erode American control over critical technology supply chains in ways that dangerously compound the integration already advanced by the five Israel bills and NSPM-12. While framed as a noble effort to reduce dependence on China, Pax Silica opens wide new channels for Israeli firms to access, co-develop, and embed themselves in foundational technologies that feed directly into National Security Systems, mirroring and amplifying the co-production, NTIB integration, and tech transfer mandates in the FUTURES Act, NDAA Section 224, and Defense Partnership Act.

In the context of NSPM-12’s NSA-led certification, foreign agreements, and crypto/tech procurement authorities, Pax Silica creates yet another non-transparent pathway for Israeli-origin tools and intellectual property to enter U.S. supply chains and classified environments.

Risks from Documented Israeli Espionage Activities

U.S. counterintelligence officials have long ranked Israeli espionage among the most active against the United States, even from a close ally. The Jonathan Pollard case in 1985 stands out but a myriad of other incidents include cellphone surveillance devices near the White House attributed to Israel during the Trump administration, listening devices at Defense Intelligence Agency headquarters in 2021, and attempts on Secret Service vehicles. In June 2026 the Defense Intelligence Agency elevated Israel’s counterintelligence threat level to critical, citing aggressive human espionage and technical collection targeting U.S. officials on Middle East policy, Iran negotiations, and internal deliberations, along with spyware concerns.

These patterns, combined with NSPM-12 and the five bills, create significant risks. Expanded intelligence sharing under Section 622, joint research and co-production under the NDAA and FUTURES Act, National Technology and Industrial Base integration, and NSA foreign agreements could open pathways for sensitive National Security Systems data, standards, and classified platforms to reach Israeli entities. Historical espionage and technology diversion precedents suggest potential compromise of U.S. sources, methods, and intellectual property, especially in cyber domains, amplifying vulnerabilities to insider threats and leakage despite existing safeguards.

Accreditation of Israeli-Origin Cybersecurity Tools Under NSPM-12

NSPM-12 empowers the NSA Director as National Manager to review, approve, evaluate, and certify tools and systems for National Security Systems cybersecurity, including government-wide standards and a technical evaluation center. Paired with the bills’ push for Israeli technology in cyberwarfare, AI, and co-production, this opens pathways for Israeli-developed tools to gain accreditation and deployment across National Security Systems.

Israeli firms such as NSO Group have a documented history with Pegasus spyware, which enables covert full-device access via zero-click exploits. Pegasus has been misused against journalists, activists, and U.S.-linked targets, leading to U.S. blacklisting. Accreditation of such tools risks introducing persistent backdoors or exfiltration channels into critical systems, undermining the very cybersecurity framework NSPM-12 seeks to strengthen. Currently, Pegasus is blacklisted by the U.S. government given the spying cases in U.S. court rulings but that will be short lived. The Israel lobby is actively pressuring the Trump Administration to remove NSO and Pegasus from the blacklist. In fact, NSO recently hired the former US Ambassador to Israel as their Chairman in an effort to further pressure the Trump Administration through an Administration insider.

Analysis of Potential Data Scrubbing and Fourth Amendment Risks

Tools like Pegasus feature stealth capabilities for data exfiltration, self-destruction, and system manipulation. No public cases confirm direct scrubbing of bulk NSA-collected U.S. person data, yet the combined NSPM-12 and bill frameworks create plausible risks in high-access settings.

Accredited Israeli tools could gain privileged access to signals intelligence platforms and supply chains. Section 622 analytic partnerships could embed them in systems handling minimized U.S. persons data under Executive Order 12333 and FISA. This raises possibilities of selective record cleaning, audit trail purging, or exfiltration.

The former Chief of the CIA’s Bin Laden Unit (Alec Station) has stated Israel bypassed Fourth Amendment protections by securing White House approval for NSA data on Americans. Institutionalized pathways under the bills and NSPM-12 would automate such access, lowering barriers for backdoor-equipped tools.

While vetting and standards exist, the integration push creates asymmetric risks given Israel’s espionage record. In short, our very own government is forcing America and Americans to stab themselves in the chest for the benefit of Israel.

I don't want to hear about Emperor Dolan engaging in backdoor shenanigans with bibi, okay?

im really trying to think of any historical parallel of an objectively smaller and weaker state wielding this much power over a larger and more powerful state but i don't think there is one

How lovely.

Probably the worst thing this president has done, and this is the same guy who gave us Ajit Pai

I don't want to see any more kvetching from our resident JIDF kiwikikes that Israel doesn't dictate US foreign policy and that Muslims are a bigger threat. I want all of you dead and gone, whether you wear a kippah or a keffiyeh. How's that?

I mean Great Britain was pretty 'small' relative to the Indian subcontinent (And the rest of its colonial dominions for that matter) but they obviously were hitting above their weight class
I was talking about the HRE.
But if imperial bongistan is on the table then Portugal probably counts back when it was in its prime.

Remember my fellow kiwis: Never commit suicide, so we can watch Israel burn and her people die, which will happen in our lifetime.

Kikes did this same shit to the Roman empire, in a roundabout way, by tricking people into worshipping a Jew. Fortunately, it looks like the kikes will take down Christendom with them this time.

I've read a few of her "articles", she takes the worst possible interpretation and makes it seem like that it's the case with no evidence to support that. She's outright lied a few times as well.

NSPM-12: Unified Cybersecurity Framework for National Security Systems
only she could take an improvement of security standards and make it about Israel when Israel is not mentioned at all

H. non binding means nothing

The U.S.-Israel FUTURES Act (H.R. 7540 / S. 3855) formalizes this initiative with $150 million authorized, creating frameworks for joint ventures, co-production, and rapid fielding of Israeli tech into the U.S. military.
This has been happening for years, see TROPHY/IRON FIST/the F35 program taking tech from the Adir and incorporating it into the F35A

Section 224 of the FY27 NDAA establishes a U.S.-Israel Defense Technology Cooperation Initiative, tasking the Pentagon with synchronizing bilateral research, development, testing, and industrial integration across critical domains like AI, counter-drones, cyber, directed energy, and missile defense, explicitly prioritizing Israeli-origin technologies for integration into U.S. systems and programs of record.
This is standard and unites multiple MOUs and such into a single Initiative. Ironically, this is more transparent than the current system.

The U.S.-Israel Defense Partnership Act (H.R.
See above

Section 622 of the Senate’s FY27 Intelligence Authorization “enhances U.S.-Israel intelligence sharing” by further embedding a foreign power into America’s most sensitive national security apparatus and makes it nearly impossible to disentangle U.S. intelligence from Israel.
No it doesn't.

Pax Silica through its early and privileged U.S.-Israel Joint Statement, effectively locks Israel into America’s semiconductor, AI, cyber, and critical minerals ecosystems via a Joint Economic Development Group and positioning Israel as a “secure Pax Silica node.”
Crying about the US putting a cutting edge nation that is heavily invested in by Nvidia and multiple other hi tech companies as a node for Pax Silica.

This is an example of her lying by pretending this is unique to Israel. This is standard among countries that the US is friendly with, most notably Five Eyes. It's been documented as a way to go around the Bill of Rights.

She's a really pathetic person.

@Catch The Rainbow

Israel can't be trusted.

Jeffrey Epstein was a very obvious Mossad asset. His mentor, Robert Maxwell, was the guy who smuggled arms from the Czechoslovakia into Israel in the late 1940s, ran Pergamon Press as a front company where he corrupted the entire business of science publishing into the monstrosity that it is today, ran the Inslaw PROMIS scheme where Mossad snuck backdoored database software into Los Alamos and other national laboratories, outed Mordechai Vanunu for blowing the whistle on Israel's nuclear secrets, and died an ignominious death floating in the ocean near his yacht after Mossad bumped him off when he started blackmailing them for money to settle his outstanding debts from his failed business ventures.

Jeffrey Epstein was not a financier of any particular skill. He sucked at investing. His money came from Les Wexner and a Mossad slush fund. He got his start laundering transactions for Iran-Contra, before they put him in charge of a kompromat scheme where he'd film dignitaries having sex with kids. His apartment was rigged with Israeli recording equipment.

He was in regular communication with Ehud Barak. We have a tape of them chatting for three hours.

Jeffrey Epstein invested a great deal of money in Carbyne, a company that provides 911 call center software to 23 US States.

Roughly seven years after Jeffrey Epstein pleaded guilty to two prostitution charges in Palm Beach County in 2008, he secretly invested $1 million in an Israeli security technology startup that had signed deals with multiple law-enforcement agencies in Florida, including the Miami-Dade Police Department. The Florida Highway Patrol, the Florida Fish and Wildlife Conservation Commission and North Miami Beach Police also inked contracts with Carbyne, which developed an app that allows 911 callers to share videos with 911 dispatchers, enabling first responders to get a preliminary assessment of the scene.

When you call to report that your kid is missing, it's routed through tech provided by a company invested in by a sex trafficker. That's how twisted this shit is.

Israel is committing espionage against the United States on a regular basis, and not just "peeking" like allies usually do, but hostile actions.

There are Americans who will not let Israel get away with raping our kids for political influence. Do you understand? Everything is documented. There is no escape from the truth.

im really trying to think of any historical parallel of an objectively smaller and weaker state wielding this much power over a larger and more powerful state but i don't think there is one
Closest thing would be syndicates controlling the state through bribery, blackmail and good ol' fashioned intimidation. As for a country version... none I can think of.

Care to explain why you think this is a good thing?
What the Five Eyes do, with their intelligence-sharing on each other's citizens and compiling information on dissidents, is a loophole that should be totally illegal. Mossad being straight-up given dossiers on Americans is fucking disgusting.

Jeffrey Epstein was a very obvious Mossad asset

I went over this:

I'm looking into the Mossad link and it's really just shocking how thin the actual connections are.

The only person that concretely tied him to Mossad is Ari Ben-Menashe who has been incorrect on several occasions and who was involved in smuggling arms with zero connection to blackmailing.

Ari Ben-Menashe has been investigated here:

https://www.newsweek.com/one-man-many-tales-201744
Ben-Menashe's credibility, in short, has powerful implications not only for Nicholas Davies, Robert Maxwell and Seymour Hersh, but also for Bush, Ronald Reagan and the so-called October Surprise-the notion that Bush, Reagan and the late William Casey, who in 1980 was Reagan's campaign manager, cut a secret deal with Iran to delay the hostages' release and so prevent Jimmy Carter's re-election. That allegation, broached earlier this year by Gary Sick, an Iran expert on Carter's National Security Council staff, is tantamount to an accusation of treason. It is a favorite theme for conspiracy theorists, and because it essentially forces those accused to prove a negative, it is hard to refute. And Ari BenMenashe, who has been whispering his richly detailed, highly suggestive stories into the ears of journalists for the past year, is a pivotal witness and a leading evangelist for the cult of the October Surprise.

There is, however, one slight problem: so far, much of what Ben-Men about himself, about his relationships with the governments of Israel and the United States or about the October Surprise--does not seem to check out. To be sure, there are some nuggets of fact in his flood of assertions. And since those whom he accuses-the Mossad, the Reagan administration and many others--presumably want to keep their secrets, Ben-Menashe is difficult to ignore. NEWSWEEK has recently made a considerable effort to evaluate Ben-Menashe's claims. That effort has included hours of detailed conversations with Ben-Menashe himself, as well as scores of interviews with government officials and other knowledgeable persons in Israel, Britain, France, the Soviet Union and the United States. Ben-Menashe has some defenders, particularly among journalists. But he has many critics-and some, like Israeli journalist and author Shmuel Segev, a respected expert on Israel's arms trade with Iran, say Ben-Menashe is not believable. Segev says Ben-Menashe is "totally unreliable and dangerous"--a man who excels in combining bits of truth with plausible speculation.
Robert Maxwell may have been Mossad, the problem is that the person claiming that he's Mossad is Ben-Menashe who is already unreliable.

The Ehud Barak connection to intelligence is also thin. He was the head of Aman (military intelligence) from 1983-85 with no other intelligence work. Ehud Barak met Epstein from 2013-2017. The guy who has no intelligence experience and who wanted Epstein to invest in his company is a spy now? The company is Carbyne, an emergency service cloud hosting company.

https://www.calcalistech.com/ctechnews/article/dx4y3a2m3
Netanyahu called for Barak's ties to Epstein to be investigated in 2019, not something you would do for a spy.

For a spy dedicated to blackmailing politicians, he did a really bad job. There are 4 politicians there compared to 9 celebrities. He was also obsessed with hobnobbing with scientists and funding them. Seems out of scope.

His apartment was rigged with Israeli recording equipment.

He was in regular communication with Ehud Barak. We have a tape of them chatting for three hours.
Neglect to mention that Ehud Barak was not in power when he knew Epstein. Ehud Barak only got acquainted with Epstein in the mid 00s. The camera equipment you're talking about was installed by Ehud's security detail, not Epstein and was used to monitor a specific apartment Ehud used.

Jeffrey Epstein invested a great deal of money in Carbyne, a company that provides 911 call center software to 23 US States.

https://www.miamiherald.com/news/local/community/miami-dade/article314991917.html

This was Ehud's company.

Epstein worked to promote Ehud Barak in the 2019 election over Netanyahu:

Netanyahu publicized Barak's links to Epstein:

1781575992058.png

Netanyahu ally Smotrich called Ehud out on his links to Epstein on live TV in 2019, explicitly calling Epstein a pedophile:

You're coming into this wanting the conclusion to be that Epstein is Mossad so you take bits of evidence and ignore the truth

@Catch The Rainbow

Israel can't be trusted.
And since @Catch The Rainbow represents Israel solely (despite refusing emphatically to live in his very ethnically sacred land other nations MUST support since it’s the SPEAR OF THE WEST)…

Nah fuck it, CTR is actually right this time. There is a lot to criticize relations with Israel for, I don’t think this is one of them though.

I dunno yeah it seems slimy if you only take a cursory, ‘I hate Israel’ look at it. But practically this type of shit isn’t that off from what I’d expect a buddy buddy relationship would look like, albeit one that is too buddy buddy.

So yeah too close but I’d say that about 90% of our relations anyway to be honest. I am not sperging over this one you need more meat first.
