Heavyrain is plenty unique with how she can camouflague other ops. No other op to date can do that. Specialists in general are full of oddball units. Maybe play around with summoner supporters like Scene, Magallan, etc.

As far as I can tell, limited units only come back once a year, and at very low drop rates on the rerun, so 9 months out, barring a break from convention.
You have to update it from there this time, which might be the problem.
I only have a play option, not an update option.
If you're using an emulator like nox, you might need to go manually to the play store to update. When I spun it up a minute ago, I had the same bug, but doing it through the actual app fixed it.
