Yes, trolling depends on intent (the intent of annoying or distubing a person/group of people), while saying the wrong pronouns depends on the action itself (merely using the person's undesired pronouns).
E.g (of the difference):
- I use the wrong pronouns for you accidentally, but my intent wasn't to troll/annoy you.
- I use the wrong pronouns for you on purpose, in order to annoy you, and therefore trolling you.
