IIRC heres the kicker, though; he cant actually use that to his advantage since time is nonetheless moving constantly and he too is a slave to it. Also, That kid can just wish for some Tachyon Generators and block that power. BUT! Dr.Manhatten can just reformulate himself should he face nonexistance.
