Golgo is not much of a character, it's true. He's not just one-dimensional, he's also kind of dull. He rarely talks, and he doesn't seem to have a life outside of his contracts, aside from fuckin'. His character starts and ends with "world's best sniper and sex-haver."
Sperging more because your post actually got me picking up Golgo again.
But thing is I think the author knew Golgo wasn't much of a character, so in a lot of stories he's more of an instigating factor. Like the episode about the photographer guy who wants to become a legend by taking the only known photo of Golgo firing his gun--obviously photographer dude is the real main character of that story.
It gets creative with that--in the manga there's at least one story where Golgo isn't even actually in the story, but the fear that someone may have hired him leads to paranoia and causes the events to play out.
I think roughly you can divide Golgo stories into three types (which, of course, can combine and intersect in various ways).
1. "How Golgo pulled off an impossible hit" stories.
2. Stories about some other person where Golgo somehow intersects with their life in a dramatic way.
3. People trying to trap or manipulate Golgo, with a major focus on how much thought they put into this and how Golgo finds a way anyway.
(EDIT: You could argue there's a 4th variety, stories that end up being spy/political thrillers... makes sense, as Saito did James Bond manga before he did Golgo 13, and his interpretation of Bond basically looks like Golgo).
That's ultimately the appeal IMO: you can tell a lot of thought was put into it--both the characters and the author. Everything that happens is clever while still staying just this side of plausible.
I also find there's an adult appeal to the stories--not in terms of sex and violence but in terms of the themes are not the kind of thing you usually get in anime (which are usually too concerned with teenagers being teenagers). I mean that the stories often deal with the less glamourous side of government, politics, law enforcement, and how a lot of times there's not clearly defined heroes or villains--Golgo himself can hardly be called a "hero" after all, and most of his targets arguably don't deserve to die, but the series just places you in this world and says "this is how it is," with no commentary and no punches pulled.
It's probably the greatest refutation of "all art is political" because I'm not sure what politics you could take away from this.
It's the new "girlfail" anime. But with a furry twist, gross out humor and addictions. I'd normally say it's so that loser otaku can self insert, but it's even beyond that pale, I think. The OP is chock full of anime references too, which always gets peoples attention.
