Actually, extremely skimpy outfits are dangerous to wear in the desert, because there's a higher risk of exposure. It's better to wear light, cool outfits with multiple layers, much like actual people who live in the desert do.Also looking at some of the other MGS5 stuff, it appears to mainly be in a desert, or at least what little I've seen. The outfit is designed to be blatant fanservice. Dobson is arguing that female characters in video games should have a role other than blatant fanservice, because women deserve to be represented as actual characters. He knows she's not real and he doesn't feel the need to protect her feelings or anything. I think people are misinterpreting his argument, either intentionally or not.
