Dobs even mixes up details from franchises he's supposedly holding dear today, such as calling Khajiit "Kajite" or mixing up the eyecolors of Korra and Asami. I'd say he was part of the "meek loners, that will never stand up for themselves" group. Also: Using the term "gay" as an insult... that's not very progressive, yo.

I saw potato head guy as a Charlie Brown knockoff. Plus, there are many people who play sports and are big nerds. Dobson wouldn't know that, as he is far up his own ass.

I don't know what Dobson believes turning him in would accomplish anyway. Every jail in Skyrim has an easy escape route. As a professional assassin, Cicero would be out on the streets again within an hour of his capture.

Wouldnt dobbie have had to complete the dark brotherhood quest line to get to this point.
So basically he murdered a whole bunch of civilans for pretty much no reason to stick it to the nightmother.
