Eh, it's a lot of things but it's not exactly racist.

The joke is Captain Picard likes to say "Make it so". As pointed out, the pun fails because pho is not pronunced as "foh".

Speaking of laziness, his "A Quack on Titan" pic?

I ran a quick google check and it does say "Quack on Titan" but quack in this case meant the medical fraud one and not the sound a duck makes.
