I love how "running away" to Andy doesn't involve any actual running, and consists of him waddling down the sidewalk before turning around and going back home. He should start calling it "waddling away".

Actually running away, as an adult, would be attempting to go off the grid, abandoning any responsibilities like bills, taxes, obligations, etc.

Andy is playing the invalid so he doesn't have to do any of these so running away is just the same as he currently is, minus the burden on the system.

Another one of his caregivers/care agency knows he's fake so he did what he usually does and "ran away" from home, and he got a little more than halfway down the sidewalk before the cop just ordered him to go back home with the caregivers, because every agency i.e. 911, APS, the UPMC hospital, his doctors, his care agency, his caregivers are all just sick of his shit.

That could be possible but most of that re-qualification just amounts to a phone call with Tom, who is his payee. Unless they've frozen it due to suspected fraud, but that's a pipe dream until something more concreate happens sadly.
