If one peruses photographs of the United States as late as the 1960s, one sees very few obese land whales. Nearly none at all. Can't tell if they're retarded, but they don't appear to be. Even morality seems to be present up until that point.

There is some emerging technology with which you can screen the genetic code of your test tube babies and implant the one that has the best traits. Maybe if it becomes advanced enough, we can just let everyone use it. That's the only way I can imagine fixing the dysgenics issue that doesn't involve forcing people to have a certain number of children/massive psyops to get them to do that without telling them. We could possibly fund this with taxpayer money to encourage it. Sounds expensive, but maybe letting the gene pool deteriorate is even more expensive.

Only issue is that people will probably think test tube babies are weird or unsafe and won't want to do them. Which may be true, idk.
