It doesn't come under the auspice of strikes I don't think, but rather the more scary ogre of losing monetisation? Unless there's a strike type for TOS/Adsense fuckery I missed.
Yeah... I'm not YouTube guru, but I think that the channel itself is separate from the Adsense side of things. Perhaps there was nothing in the video that violated YouTube's TOS, meaning the video itself is fine to be posted and the channel itself doesn't get a strike. However, it might violate Adsense's TOS, meaning that the channel (or at least the video) is/could be demonetized.
That would make sense to me, though I'm not sure if I'm explaining it clearly.
