If what Alexis says is true and Tommy is as abusive as she says (with what evidence we have, that seems to be the case) then this will be AL's most toxic relationship yet. So far she has been the predator, but out of desperation she has found one targeting her. Let's say the mini break up with Tommy was legitimate, or maybe they only discussed breaking up, then that would have triggered Amber's abandonment issues. Tommy easily used this as leverage to get Amber to agree to almost anything, as long as she didn't leave.

Speculation:
Tommy uses suggestive/co-horse-ive language to get what she wants and threatens to leave if she doesn't get her way, similar to AR.
She possibly did this with Colleen. She possibly encouraged Colleen to take the pictures for $$, even though Colleen didn't want to mess with her benefits.
Tommy will milk AL dry, both financially and emotionally. She'll feed her and get her rocks off, all while Amber pays for the pleasure of it.
Amber is incapable of ending a toxic relationship, so long as Tommy comes back with sweet words, they'll stay in a cycle until there's nothing left.
