It is a "this ethnic group has abilities unique to it" argument which is very much a racialist argument. The argument is essentially if you aren't Mexican you cannot make proper Mexican food no matter if you have a detailed recipe written by a Mexican. At a restaurant this weekend got to watch a stereotype in the wild. Three morbidly obese negresses (300 lbs to +400 lbs each) a gaggle of kids and one thin black male. They were at the PoS machine with their server for at least 10 minutes paying piecemeal as any time I glanced over they were always digging another card out of their bag. I should be happy that they paid and without making a vocal scene but it was hard to miss.

The best Mexican restaurant I’ve ever been to was owned and run by a white guy.
To be fair, this was in California and he had no doubt tried an enormous amount of Mexican food made by Mexicans, so he knew what was good.
Anyway, the argument I always have about the “muh food” people is: why don’t we have special visas or something for chefs? Why are we just importing randos hoping we will chance into people who are capable of making good food?

Let people learn endangered languages, cook ethnic food, and learn about other cultures in peace ffs. 9/10 times, people from that culture either don't see it as an issue or actively love it.

Especially Indians on the reservations, most of them care a lot more about lifting their communities out of poverty, making sure their communities have safe water, and trying to reduce rates of alcoholism than they do about a coon claiming to be 1/64th Cherokee princess. I've met a few in my time, as a fair portion of my family is situated in the Great Plains.
