It's an incentive for Black women to have children. One, sex is an easy activity to cultivate into. Not for love, but for quick pleasure. Two, government programs allow single mothers to be accepted for WIC, stipend checks, and food stamps. In that, the Black family dynamic has been "sold out" for easy profit and population control.
