Maybe that's so, but it's also possible they're just aping hurhur behaviors they see elsewhere, like on tv, when the narrator is narrating what's going on to the folks at home who may not clearly see it or need context, the man then learns that's how you're "supposed" to film
Or just as likely it comes from public freakouts being way too common in their community and he's used to it being loud, but he needs something to say in order to BE loud, so he directs everyone's attention to the Current Happening so as to participate

Some videos are just him being obnoxious (visibly clutching his bag, locking his doors, or crossing the street when white people approach; assuming they're store employees or treating them like loiterers; asking where they're from or telling them they're well-spoken), but others involve him grabbing the hair of random strangers, including men on the street, a girl in the gym, and a polite employee.
