I would think they would ask you for a description of the person that committed the crime and locate people with priors that could relate to the crime or in the immediate vicinity WHERE the crime was committed. Not 100% reliable, but it's a start at least.

I was just talking about "social concepts" with somebody. The N-word has to be the most inconsistent social construct I've heard of. Add into the fact that urban culture is synonymous with "cool" culture (I know, I know, insert American culture is centered around n... copypasta here), well... it's their own fault. They don't want people to say it, STOP SAYING IT.
